Tom Sullivan

Dr. Phil Charlton is a pioneer in the field of utility vegetation management. He graduated West Virginia University with BSF, MSF, and PhD degrees in Forest Science. His career spans over forty years, including a significant tenure as President of ECI where he paved the way for hundreds of electrical companies to develop UVM programs for distribution line clearance and transmission right-of-way (ROW) management.

Charlton developed the industry’s first electronic system for performance analytics of external workforce management. He has also served on the Right-of-Way Stewardship Council and is an expert witness for UVM. During his ten-year tenure at the Utility Arborists Association, Charlton grew the association’s financials and membership to over five thousand members. Phil served as the UAA’s Executive Director too.

An industry veteran, Steve Hallmark brings over 40 years of transmission and distribution experience in forestry and vegetation management. He recently served as subject matter expert for the California Governor’s Office Operational Observer pertaining wildfire mitigation efforts and Public Safety Power Shutoff activities.

Prior, Hallmark acted as senior advisor for some of the nation’s leading utilities. He also led Sacramento Municipal Utility District (SMUD) teams in both the Transmission and Distribution Management program and Customer Services Operations.

Hallmark holds a B.S. degree from Stephen F. Austin State University in Forest Management, plus ISA (International Society of Arboriculture) certifications. Aside from playing an active leadership role throughout his career in multiple integrated vegetation management associations, Hallmark has also published articles in key publications and is largely accountable for creating the Utility Arborist Specialist credential.

Tom Sullivan has over 40 years of electric utility experience as an employee and consultant to National Grid and its predecessor companies, and as a project management consultant to several other northeast US utilities. For most of his career, he managed the Transmission Forestry Department. His most recent position was Director of Transmission Investment Management.

As a forester, he holds a Master of Science degree in Biology from Boston University and a Bachelor of Science degree from the College of Environmental Science and Forestry at Syracuse. He is a Certified Arborist and Massachusetts Licensed Forester. Tom is a noted speaker on Integrated Vegetation Management and has served as a Director of the Utility Arborist Association. He received the Utility Arborist award from this organization in 2004. Tom is a member of the Right-of-Way Stewardship Council and serves as the Chair of the Audit Committee. He is currently President of the Princeton Land Trust and Tree Warden for his hometown.

Matt Parker

Director of National Field Operations

Matt Parker has served as Iapetus Infrastructure Services’ Director of National Field Operations since 2018.

Matt provides leadership for field operations across the IIS portfolio of companies and oversight of contractor vegetation management programs for utility clients nationwide. Together with his management team, Matt oversees 250+ team members including ISA certified arborists, TCIA certified consultants, T&D qualified inspectors, utility inspectors, safety inspectors, journeymen linemen/QEW, NACE inspectors, and more.

From blue sky operations to high-risk storm and wildfire response, Matt is responsible for all client-based field services including audits, vegetation and asset inspections, safety assessments, quality assurance/quality control, field work verification, contractor oversight, and desktop patrols. He also manages senior-level customer engagements to meet a comprehensive set of stakeholder requirements (e.g., utility leadership, vegetation management, procurement, regulatory agencies).  

Matt’s skills and expertise in program development/project management (staffing, planning, workload, technology, metrics/measures) and operational oversight, lend themselves perfectly to the challenges of utility vegetation management. 

Chris Peppler

Director of Health, Safety, Risk & Development

Chris Peppler serves as Iapetus Infrastructure Services’ Director of Health, Safety, Risk, and Development.

Chris brings a technical background in occupational medicine and health, safety, and environmental consulting (HSE) to Iapetus, with over 20 years of experience across multiple sectors, including utilities, emergency response, oil & gas, healthcare, mining, manufacturing, and technology. He specializes in leading high-impact safety initiatives, remote occupational medicine, emergency response, and pandemic planning.

With extensive experience leading large corporate safety initiatives that emphasize high-impact engagement and leadership development, Chris has developed and implemented safety programs aimed at improving frontline worker safety. He is skilled at identifying leading and lagging indicators and corrective opportunities that are vital to safety performance improvement and has supported clients in Africa, Asia, Europe, and North America.

Adam Warf

Director of UVM Development

Adam Warf serves as Iapetus Infrastructure Services’ Director of UVM Development.

Adam’s experience includes leading business development strategies for a utility vegetation management consulting firm; vegetation management field operations at two major investor-owned utilities in the southeastern US; project management at a variety of utilities in the mid-Atlantic and southeastern regions; and vegetation management program development and assessments across the country. His utility arboricultural experience provides a broad understanding of the many different methods used to create a successful utility right-of-way vegetation management program, including remote sensing, work management solutions, data analytics, optimization, and the utilization of third-party consulting foresters for planning and auditing duties.

Adam has a BS Degree in Forestry from Virginia Tech and is an ISA Certified Arborist and an ISA Certified Utility Specialist. He completed the Utility Arborist Association’s Professional Utility Vegetation Management Development Program at the Southern Alberta Institute of Technology to receive his certification as a Professional Utility Vegetation Manager. Additionally, Adam previously served on the Board of Directors for the Utility Arborist Association and the Mountain Lake Vegetation Management Council.

Kevin Pullan

Regional Program Manager

Kevin Pullan serves as Regional Program Manager for Iapetus Infrastructure Services operating companies Atlas Field Services and Gold Coast Utility Specialists. He manages programs for clients across the country.

Over the course of his career, Kevin has worked as a Vegetation Project Manager and held various leadership roles in the field. Kevin has also supported Disaster Recovery efforts throughout the U.S focusing on restoration and rebuilds in the utility industry.

With extensive experience in oil and gas midstream operations, pipeline construction, environmental services, and firearms manufacturing, Matt brings a fresh perspective to utility vegetation management. Matt’s skills and expertise in program development/project management (staffing, planning, workload, technology, metrics/measures) and operational oversight, lend themselves perfectly to the parallel challenges of utility vegetation management. 

With an eye on best serving utility clients, understanding their unique challenges, and meeting established goals and KPIs, Matt is instrumental in generating positive operational and customer satisfaction outcomes among Iapetus clients nationwide.
